Currently any user on a Zeplin project (even those without admin access) can move around annotations. This is problematic when working with off-shore teams who start moving things around as the annotations no longer correspond with the right areas of the design.

Even if all users could move them, there could be a default state or a 'lock' option so they aren't accidentally moved.
